A newly built home can still contain incomplete work, damaged components, installation concerns, or conditions that are easier to address before closing. J L Sanders Inspections provides independent new construction and phase inspections in Kingwood and North Houston, performed by Jason Sanders, Texas Professional Inspector #26483-PI, backed by more than 29 years of construction experience.
Independent Review During Construction
Builder supervision and municipal inspections serve important purposes, but they do not replace an inspection performed for you. An independent inspection documents visible and accessible conditions under the agreed scope so you can communicate concerns to the builder before work is covered, before closing, or before an applicable builder-warranty period expires.
The inspection does not direct the builder’s work, enforce a contract, approve construction, or replace municipal inspections and specialist evaluations. The report gives you organized information to discuss with your builder and other qualified professionals.
New Construction Inspection Options
Phase Inspections
Phase inspections are coordinated around accessible construction stages. Common checkpoints can include pre-pour, pre-drywall, and final construction, but builder access, scheduling, site conditions, and the agreed inspection scope determine what can be inspected. Contact us early so timing and availability can be discussed before work advances.
Final New Construction Inspection
A final inspection is generally most useful after construction is substantially complete, utilities are operating, and permanently installed systems and appliances can be evaluated using normal controls. Whenever possible, allow enough time before the final walkthrough or closing for the report to be reviewed and concerns to be communicated to the builder.
11-Month Warranty Inspection
An 11-month inspection can document visible conditions that developed after move-in and before a typical one-year builder-warranty period ends. Warranty terms vary by builder and contract, so the homeowner remains responsible for confirming deadlines, coverage, notice requirements, and the builder’s response process. What the Inspection May Evaluate
The systems available for inspection depend on the construction stage. The inspection may address visible and accessible conditions involving:
- Foundation, framing, roof, attic, exterior, interior, grading, and drainage components that are present and accessible.
- Electrical service equipment, panels, branch-circuit components, receptacles, switches, fixtures, and visible safety concerns.
- Plumbing supply, drain, waste and vent components, fixtures, water heaters, and visible signs of leakage.
- Heating and cooling equipment that is installed and can be operated safely under prevailing conditions.
- Built-in appliances and other systems required by the applicable Texas Real Estate Commission Standards of Practice.
- Incomplete installation, visible damage, apparent workmanship concerns, and conditions that may warrant builder attention or specialist evaluation.
Review what to expect during an inspection for more information about access and general limitations.
Why Construction Experience Helps
Jason Sanders’s construction background includes general contracting and plumbing knowledge. That experience helps him evaluate visible conditions in the context of how building components are assembled and how systems should work together. Findings are reported factually, without promising that every defect will be found or treating the inspection as a code-compliance certification.
Clear Reporting and Follow-Up
- A photo-documented report organized by system and inspection area.
- Descriptions of observed deficiencies, incomplete work, visible damage, safety concerns, and recommendations when appropriate.
- Same-day residential report delivery when possible, with additional time when project size, inspection scope, or conditions require it.
- Post-delivery questions about the report are welcome.

Plan the Inspection Early
Construction schedules can change quickly, and inspection access is controlled by the builder or site representative. Contact J L Sanders Inspections as early as possible with the property address, builder information, anticipated construction stage, and target dates. Appointment availability and scope must be confirmed before relying on a particular inspection window.
New Construction Inspection FAQs
Does a new home need an independent inspection?
An independent inspection can identify and document visible conditions for the buyer even when the builder has quality-control procedures and municipal inspections have occurred. It does not guarantee that every defect will be found.
When should the final inspection be scheduled?
Schedule after the home is substantially complete and utilities and permanently installed systems are available for operation. Builder access and closing dates vary, so confirm the proposed inspection window with both the builder and inspector.
Does a phase inspection replace the final inspection?
No. Each stage exposes different components. Conditions visible before insulation and drywall may not be visible later, while many finished systems cannot be operated until final construction.
Will the inspector make the builder perform repairs?
No. The report documents observed conditions. The buyer or homeowner is responsible for submitting concerns to the builder and deciding whether legal, engineering, trade, or other professional guidance is needed.
